Rivers rose to dangerous levels in Haiti's rural center on August 4th even as Tropical Storm Emily broke apart and became a wet low pressure system after dumping rains on the country. At least 50 homes were in danger of being flooded in the village of L'Estere in Artibonite Valley, where government workers attempted to urge residents to evacuate. Flooding has hit the Artibonite Valley, which is surrounded by mountains. Emily dropped more than 140mm (5 inches) of rain around the southwestern Dominican city of Barahona, prompting the government to evacuate some 5,000.
