In an effort to cut power consumption in the aftermath of the March 11th earthquake, tsunami, and nuclear crisis, the Japanese trade ministry considered on April 6th cuts of up to 25% in peak summer power consumption from big manufacturers in the Tokyo area. The ministry also said it would set power-saving targets for households and small businesses. The March 2011 disaster took out some 23% of Japan's generating capacity.
