The majority of Port-au-Prince remains without power on January 21st, but traffic lights in most areas are now functioning. A number of businesses, including some banks and wire-transfer offices, will begin operating and on the ground reports say street vendors in a number of neighborhoods have begun selling ice and bread for the first time since the quake.
Thousands of survivors have been arriving at the wharf in Port-au-Prince, where they are trying to board ferries, paid for by the government, bound for other parts of the country. Authorities say such ferries are licensed to carry 600 people but have been carrying up to 3,000 people during trips on January 20th.
Meanwhile, Haiti turned down an offer from the Dominican Republic to send an 800-strong battalion to form part the reinforcement of the UN peacekeeping force in Haiti on January 20th, forcing the UN to look elsewhere.
